903.04 STANDARDS.
   Public sidewalks constructed within the City shall be of concrete construction and conform to the following standards:
   (a)   Sidewalks in residential areas shall be a minimum of four feet wide and four inches thick and six inches at driveways.
   (b)   Sidewalks in commercial or industrial areas shall conform in width to existing sidewalks and at no time be less than four feet wide, four inches thick, except at driveway areas where thickness shall be eight inches.
   (c)   Concrete sidewalks must extend through a driveway area at the established grade of the adjoining sidewalks.
   (d)   Concrete shall contain at least six sacks of cement per cubic yard and not more than five and one-half gallons of water per sack of cement, shall have seven percent plus one percent entrained air and shall be cured and sealed with liquid membrane sealer.
   (e)   The surface of the walk shall have transverse slope of one-quarter inch per foot, with a low side adjacent to the roadway, and shall not exceed a grade slope of one-half inch to the foot and shall contain no steps.
   (f)   Excavation shall be made to the required depth and to a width that will permit the installation and bracing of forms. The subgrade shall be shaped and compacted to a firm surface conforming to the established grade.
   (g)   Forms shall be of wood or metal and extend for the full depth of the concrete, and of sufficient strength to resist the pressure of the concrete without springing.
   (h)   The subgrade shall be moistened thoroughly immediately prior to placing concrete. The concrete shall be deposited in a single layer. It shall be struck off with a template and smoothed with a float to obtain a sandy texture. No plastering will be permitted. All outside edges and joints will be edged with a quarter-inch radius edging tool. The surface of the walks shall be divided into equally spaced blocks at approximately five foot intervals, to form rectangular blocks. Construction joints shall be formed around all appurtenances such as manholes or utility poles extending into and through the sidewalk.
      Expansion joint fillers one-half inch thick shall be installed between the walk and any fixed structures, extending the full depth of the walk.
