Any person or corporation, whether as owner or lessee, agent or employee, who violates any provision of this chapter shall be guilty of an offense. An offense within the meaning of this section is not a crime, and the punishment imposed therefore shall not be deemed, for any purpose, a criminal punishment, and shall not effect or impair the credibility as witness or otherwise of any person convicted thereof.
Whoever violates any provision of this chapter shall be fined not more than three hundred dollars ($300.00) per day per violation. Each violation and each day that a violation continues or is permitted to exist shall constitute a separate and distinct violation. In addition to the penalties provided herein, the City shall recover costs for legal counsel, court costs, court reporter's fees and other expenses of litigation by appropriate suits at law against the person found to have violated this chapter, or the permits issued hereunder.
