Every taxicab or public conveyance vehicle for hire shall be kept in a safe and sanitary operating condition. Whenever such a vehicle is found not to be in a safe or sanitary operating condition, the Mayor shall suspend or revoke the license of such vehicle. Once each month, not later than the fifteenth day thereof, each taxicab or public conveyance vehicle for hire shall be brought to the Police Department for inspection and safety check. Whenever, in the opinion of the Chief of Police, any such vehicle is unsafe or unsanitary for operation, such vehicle shall be made safe or sanitary as required before operation thereof shall be resumed. If the owner or owners fail to comply with the requirements to provide for safe or sanitary operation of the taxicab or public conveyance vehicle for hire, the license for the vehicle shall be revoked by the Mayor.
