The Mayor shall not in any one calendar year issue more than four taxicab or public conveyance vehicle for hire licenses. However, such limitation as to number of licenses to be issued shall not prohibit the Mayor from issuing an additional license in lieu of any surrendered, forfeited, revoked or abandoned license.
