No taxicab or public conveyance vehicle for hire shall be operated unless a license has been issued to the owner thereof and is in force. Every license shall expire on December 31 of the year for which it is issued. The annual fee shall be one dollar ($1.00) per vehicle, payable in advance, and shall be in addition to the fee required under the laws of the State on all motor vehicles. In case of a license issued for operation on or after July 1 of any year, the fee shall be one-half of the annual fee.
