No person either as principal, agent or employee, shall use or occupy any street or other public place within the City with a taxicab or public conveyance vehicle for hire, and operating for the purpose of affording means of local street transportation by accepting and discharging such persons as may offer themselves for transportation along the way or course on which such taxicab or public conveyance vehicle for hire is used, without first obtaining a license from the Mayor for such automobile or other self-propelled vehicle so sought to be operated.
