No person shall engage in or carry on the business of operating and conducting a billiard room, pool room or bowling alley without first securing from the Mayor a license for that purpose, and paying a license fee as follows: for the term commencing on the date of the issuance of the license and ending on December 31 of the year in which the license is issued, ten dollars ($10.00) for each billiard table, pool table or bowling lane; however, with the following exception: for a temporary tournament lasting less than four days, only one license, at a cost of ten dollars ($10.00) shall be required, regardless of the number of tables.
