559.01 LOTS TO BE APPROPRIATELY COVERED BY GRASS, ETC.
   (a)   The owner of any lot or parcel of land situated within the corporate limits of the Municipality, whether the same is improved or unimproved, vacant or occupied, shall plant such lot or other parcel of land with grass or other vegetative ground cover, or an artificial facsimile thereof, and/or cover the lot or other parcel with smoothed gravel, concrete, blacktop, brick or other smoothed ground cover, and shall keep such lot or other parcel in compliance with Chapters 521 and 557.
   (b)   Nothing in this chapter shall be interpreted to prohibit the existence of a household garden.
