557.03 ASSESSMENT OF COSTS; NOTICE.
   (a)   Whenever any tree, plant or shrub, or part thereof, or weeds and grass are growing in any street, public place or upon private property contiguous to a street or sidewalk, or public place, and is trimmed or removed by or at the discretion of the Municipality, after the work is done, the Municipality shall give seven days notice by regular or certified mail to the owner of such lot or parcel of land, at his last known address, or best obtainable address, to pay the cost of such trimming or removal of trees, plants, shrubbery, grass or weeds, or parts thereof, which notice shall be accompanied by a statement of the amount of cost incurred, plus a service fee for inspections, notices, and arranging the work in amount of one hundred dollars ($100.00) per cutting/trimming/removal, and in the event the same is not paid within thirty days after the mailing of the notice, such amount shall be certified to the County Auditor for collection the same as other taxes and assessments are collected.
   (b)   The assessment of costs as provided for in the section is in addition to any penalty incurred for violation of any provision of this chapter.
