(a) No person, without being able to give a satisfactory account therefor, shall carry or have in his possession or control thereof any skeleton keys, jimmies, or other tools or implements commonly used or to be used by burglars or thieves.

(b) Whoever violates this section is guilty of a minor misdemeanor.
