All proposed subdivisions shall conform to the city, county or regional plan. Whenever a tract to be subdivided embraces any part of a thoroughfare, secondary thoroughfare, boulevard or parkway, so designated on the city, county or regional plan, such part of such proposed public way shall be platted by the subdivider in the location and of the width indicated on the city, county or regional plan.
