Before any subdivider or his or her agent contracts for the sale or offers to sell any subdivision a part of a subdivision of land which is laid out wholly or partly within the incorporated territory of the city or the jurisdiction of the Plan Commission, the subdivider or his or her agent shall follow the procedures set forth in this chapter.
