The downtown business area of the city is hereby designated an “area of special control” for purposes of regulating all street graphics now or hereafter located therein. As used in this chapter, the term
DOWNTOWN BUSINESS AREA shall mean the area bounded by extending an imaginary line connecting Sixth Street on the west, B Street on the north, Oak Street on the east and Lincoln Street on the south.
