§ 32.038 APPOINTMENT, TERM, VACANCIES.
   (A)   The Mayor shall serve on the Commission by virtue of his or her office. All other Commission members shall be appointed by the Mayor with the advice and consent of the City Council. Each appointed Commission member shall hold office for four years and until his or her successor has been selected and qualified; provided, however, that, at the initial appointment of the Commission, three members shall be appointed for two-year terms, three members shall be appointed for four-year terms and two members shall be appointed for six years.
   (B)   Terms shall be considered by lot. Vacancies on the Commission shall be filled for the unexpired term of the member whose place has become vacant in the same manner as provided for the appointment of new members. All Commission members shall be voting members.
