§ 32.004 DIRECTOR OF PUBLIC WORKS; DUTIES.
   (A)   There is hereby created the Office of Director of Public Works. He or she shall be appointed by the Mayor, by and with the advice and consent of the City Council at the first regular meeting of the Council in May of each year.
   (B)   The Director of Public Works shall perform the following duties.
      (1)   Assistants. He or she may employ such assistants and subordinates as may be necessary or ordered by the Mayor or the City Council.
      (2)   Local improvements. He or she shall superintend and personally supervise all local improvements in the city and carry into effect all orders of the City Council in relation thereto. He or she shall superintend and supervise the opening of streets and the grading, improving and repairing thereof, the construction and repairing of sidewalks, bridges, culverts and sewers not tributary to the plant, and the maintenance of city parks.
      (3)   Accounts. He or she shall keep full and accurate accounts, in appropriate books, of all appropriations made for work pertaining to his or her office, and all disbursements thereof, specifying to whom made and on what account.
      (4)   Records. He or she shall keep a record of all tools and other property in his or her possession belonging to the city, and shall be responsible for the same, and shall deliver up to his or her successor in office such records and tools and other property or things, and shall receive therefor a receipt from his or her successor, which shall be filed with the City Clerk.
      (5)   Report of obstructions. He or she shall observe and report to the Mayor and Chief of Police all obstructions and nuisances in and upon any street or public place.
      (6)   Reports. He or she shall maintain a detailed account of all work done by him or her or under his or her direction for the previous month. On the first Monday in May of each year, he or she shall make out and file with the City Clerk a complete report of all expenditures in his or her department during the previous year.
