In all cases where any special assessment, payable in installments, is made by the city for any local improvement, and the owner of any lot, block or parcel of land so assessed desired to subdivide the same, and to apportion the assessment and the several installments thereof in such manner that each portion or parcel of such proposed subdivision shall bear its just and equitable portion thereof, the same may be done upon the presentation to the City Council of a petition setting forth the facts as required by the Illinois Compiled Statutes, and the payment in advance to the city of a fee of $5 for one lot or tract and $1 additional for each additional lot or tract included in the petition to cover the expense of the service of the City Engineer, City Treasurer and other city officers in checking the petition and figuring the amounts of installments.
