No person shall, on any street or other public place in the city, fly any kite, erecting any goals, hoops and the like, or play any game of ball or sport or engage in any amusement or practice having a tendency to injure or annoy any person passing in the streets or on the sidewalks by impeding both vehicular and/or pedestrian traffic.
