(A) The City Attorney shall draw ordinances as may be required by the City Council or by a committee thereof.
(B) He or she shall draw the leases, deeds, contracts and other papers connected with any of the departments of the city when required to do so by the head of such department or by the Mayor or Council.
(C) All ordinances introduced before the Council shall first be submitted to the City Attorney to consider their proper construction and legality.
