The City Treasurer as Collector of Special Taxes and Special Assessments shall execute all warrants for the collection of special taxes and special assessments, which by law and ordinance may be executed by such Collector, and he or she shall collect all special taxes and special assessments which are or may be levied or assessed by virtue of any ordinance for the making of any local improvement.
