(A) Exterior design standards. Minimal outward modification of structure or grounds may be made only if such alterations are compatible with the character of the area or neighborhood or may be necessary to meet health, safety and sanitation requirements.

(B) Interior design standards. Any modification of the interior space shall maintain the architectural integrity or historic character, except as may be necessary to meet health, safety and sanitation requirements.
