It shall be the duty of every junk dealer or peddler to keep a book in which shall be written at the time of the purchase of any article or thing in the way of business, an accurate description of the article or thing purchased, the price paid therefor, the precise time of making such purchase and the name and residence of the person from whom such purchase was made. The book shall at all reasonable times be open to the inspection of the Mayor or any member of the Police Department.
