Every person desiring to carry on the business of junk dealer, either wholesaler or retailer, or junk peddler, shall execute a bond to the city in the penal sum of $500 conditioned upon the faithful obedience and adherence to the laws of the United States and the state and the ordinances of the city and to save harmless any person who may or might be injured by reason of the granting of a license to operate as a junk dealer. The bond shall be signed by two qualified sureties, not related in any way to the applicant and the sureties shall qualify as to his or her fitness. The City Council shall be the judge of the qualifications of the fitness of the applicant and the qualifications of the sureties and the adequacy of the bond.
