No person in the city shall remove or cause to be removed, the contents of any privy vault, cesspool or sink, without a permit from the Board of Health. The permit shall give the name of the scavenger, describe the premises where the work is to be done, designate the hour when such work will be commenced and state where the contents thereof will be deposited.
