All auctioneers, which shall in addition to any license fee required, post a bond with the City Clerk in the amount of $500, the sufficiency of which bond shall be determined by the City Clerk. Condition of such bond shall be that if the auctioneer shall restore the premises on which the auction was held and remove all debris and waste materials to the satisfaction of the Health Officer of the city, upon the removal of such within 24 hours after close of the said auction. Then, the obligation of the bond shall be null and void, otherwise in full force and effect. The bond shall be either in cash or by a surety bond issued by a reputable insurance company.
