§ 112.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ACT. The Emergency Medical Services (EMS) Systems Act, 210 ILCS 50.
   ADVANCED LIFE SUPPORT (ALS) SERVICES (PARAMEDIC).
      (1)   An advanced level of pre-hospital and inter-hospital emergency care and non-emergency medical services that includes basic life support care, cardiac monitoring, cardiac defibrillation, electrocardiography, intravenous therapy, administration of medications, drugs and solutions, use of adjunctive medical devices, trauma care, and other authorized techniques and procedures, as outlined in the provisions of the National EMS Education Standards relating to advanced life support and any modifications to that curriculum specified in rules adopted by the Department pursuant to this Act.

      (2)   Each ALS vehicle shall be staffed by a minimum of one EMT-Paramedic, Pre-Hospital RN or physician and one other EMT, Pre-Hospital RN or physician.

   AMBULANCE.
      (1)   Any publicly or privately owned on-road vehicle that is specifically designed, constructed or modified and equipped, and is intended to be used for, and is maintained or operated for the emergency transportation of persons who are sick, injured, wounded or otherwise incapacitated or helpless, or the non-emergency medical transportation of persons who require the presence of medical personnel to monitor the individual’s condition or medical apparatus being used on such individuals.

      (2)   All vehicle service providers, both publicly and privately owned, shall function within an EMS system.

      (3)   All vehicle service providers meeting requirements for licensure shall be licensed by IDPH.
      (4)   A vehicle service provider is prohibited from advertising, identifying its vehicles or disseminating information in a false or misleading manner concerning the provider’s type and level of vehicles, location, primary service area, response times, level of personnel, licensure status or system participation.

   BASIC LIFE SUPPORT (BLS) SERVICES.
      (1)   (a)   A basic level of pre-hospital and inter-hospital emergency care and non-emergency medical services that includes medical monitoring, clinical observation, airway management, cardiopulmonary resuscitation (CPR), control of shock and bleeding and splinting of fractures, as outlined in the provisions of the National EMS Education Standards relating to basic life support and any modifications to that curriculum specified in rules adopted by the Department pursuant to this Act.
         (b)   That care shall be initiated, where authorized by the EMS Medical Director in a Department approved EMS system, under the written or verbal direction of a physician licensed to practice medicine in all of its branches or under the verbal direction of an Emergency Communications Registered Nurse.

      (2)   Each BLS vehicle shall be staffed by a minimum of two EMT-Basics.

   DEPARTMENT. The Illinois Department of Public Health.

   EMERGENCY. A medical condition of recent onset and severity that would lead a prudent lay person, possessing an average knowledge of medicine and health, to believe that urgent or unscheduled medical care is required.

   EMERGENCY MEDICAL SERVICES PERSONNEL.
      (1)   EMERGENCY MEDICAL TECHNICIAN or EMT. A person who has successfully completed a course in basic life support as approved by the Department, is currently licensed by the Department in accordance with standards prescribed by this Act and rules adopted by the Department pursuant to this Act, and practices within an EMS system.

      (2)   EMERGENCY MEDICAL TECHNICIAN - INTERMEDIATE (EMT-I). A person who has successfully completed a course in intermediate life support as approved by the Department, is currently licensed by the Department in accordance with standards prescribed by this Act and rules adopted by the Department pursuant to this Act, and practices within an intermediate or advanced life support EMS system.

      (3)   PARAMEDIC (EMT-P). A person who has successfully completed a course in advanced life support care as approved by the Department, is licensed by the Department in accordance with standards prescribed by this Act and rules adopted by the Department pursuant to this Act, and practices within an advanced life support EMS system.

      (4)   (a)   An EMT, EMT-I, or paramedic may practice as an EMT, EMT-I, or paramedic or utilize his or her EMT, EMT-I, or paramedic license in pre-hospital or inter-hospital emergency care settings or non-emergency medical transport situations, under the written or verbal direction of the EMS Medical Director. For purposes of this division, a PRE-HOSPITAL EMERGENCY CARE SETTING may include a location, that is not a health care facility, which utilizes EMS personnel to render pre-hospital emergency care prior to the arrival of a transport vehicle. The location shall include communication equipment and all of the portable equipment and drugs appropriate for the EMT, EMT-I, or paramedic’s level of care, as required by this Act, rules adopted by the Department pursuant to this Act, and the protocols of the EMS systems, and shall operate only with the approval and under the direction of the EMS Medical Director.
         (b)   This division shall not prohibit an EMT, EMT-I, or paramedic from practicing within an emergency department or other health care setting for the purpose of receiving continuing education or training approved by the EMS Medical Director. This division shall also not prohibit an EMT, EMT-I, or paramedic from seeking credentials other than his or her EMT, EMT-I, or paramedic license and utilizing such credentials to work in emergency departments or other health care settings under the jurisdiction of that employer.

   EMS MEDICAL DIRECTOR (EMSMD) (AT MEMORIAL HOSPITAL, BELLEVILLE, IL). The physician, appointed by the resource hospital, who has the responsibility and authority for total management of the EMS system.
   EMS SYSTEM COORDINATOR (AT MEMORIAL HOSPITAL, BELLEVILLE, IL). The designated individual responsible to the EMS Medical Director and EMS Administrative Director for coordination of the educational and functional aspects of the system program.
   INTERMEDIATE LIFE SUPPORT (ILS) SERVICES.
      (1)   An intermediate level of pre-hospital and inter-hospital emergency care and non-emergency medical care that includes basic life support care, plus intravenous cannulation and fluid therapy, invasive airway management, trauma care and other authorized techniques and procedures as outlined in the Intermediate Life Support National Curriculum of the United States Department of Transportation and modifications to that curriculum specified in this subchapter.

      (2)   Each ILS vehicle shall be staffed by a minimum of one EMT-I, Pre-Hospital RN or physician and one other EMT, Pre-Hospital RN or physician.

   PRE-HOSPITAL REGISTERED NURSE or PRE-HOSPITAL RN (PHRN).
      (1)   A registered professional nurse, licensed under the state’s Nursing Act of 1987, who has successfully completed supplemental education in accordance with this subchapter and who is approved by an EMS Medical Director to practice within an EMS system as emergency medical.
      (2)   Services personnel for pre-hospital or inter-hospital emergency care and non-emergency medical transports.

   RESOURCE HOSPITAL (MEMORIAL HOSPITAL, BELLEVILLE, IL). The hospital with the authority and the responsibility for an EMS system as outlined in the Department-approved EMS system program plan. The RESOURCE HOSPITAL, through the EMS Medical Director, assumes responsibility for the entire program, including the clinical aspects, operations and educational programs. This hospital agrees to replace medical supplies and provide for equipment exchange for participating EMS vehicles.
