(A) Each application submitted under this subchapter, when completed, shall be submitted to the City Clerk with the request that the application be placed on the agenda of the City Council for its review.
(B) The City Council shall have the discretion to grant or deny any application submitted under this subchapter, or any part thereof, on the basis that the carnival, circus or rodeo or any particular entertainment offered as part of the carnival, circus or rodeo is obscene, unsafe, illegal, a fraud on the general public, or because its location would create traffic hazards or noise or otherwise create a nuisance to adjoining property owners, or in some way is detrimental to the health, welfare and safety of the citizens of the city as reported to the City Council by the Chief of Police or his or her designee.
