No occupant may assign, sell or transfer his or her permit to any other person, even if such other person(s) intends to conduct the same business, occupation or activity as the permittee at the location used by the occupant. Such other person must apply and pay the fee for new business occupancy in accordance with the provisions of this subchapter.
