Any person who has failed to pay for his or her license by May 15 shall pay an additional 25% of the license fee in order to receive said license; and, if said license is not paid by July 30, he or she shall pay an additional 50% of the license fee in order to obtain said license; or, in the alternative, said license may be revoked if said fee is not paid by July 30.
