Whenever any person who has obtained a license for any vehicle files an affidavit in the office of the City Clerk that the license issued under such license is lost, stolen or destroyed, the City Clerk shall issue a new license and shall put the license number upon the license issued and upon the stub in his or her office, upon the payment by the person applying for same of a fee of $0.50. Thereafter, the original license shall be void.
