(A) (1) Licenses shall be issued under the hand of the Mayor and shall be countersigned by the City Clerk, who shall affix thereto the seal of the city.
(2) No license shall be issued until the applicant has executed bond, payable to the city, in the penalty prescribed and has paid the license fee.

(B) No person shall be issued a license by the city if that person is in arrears in a payment of a tax or other indebtedness due to the city.
