Every owner, lessee, occupant or any agent, servant, representative or employee of an owner, lessee or occupant of any real estate within the city shall cut weeds and grass on his or her property at all such times as may be necessary so that such weeds and grass do not exceed eight inches in height. If said owner, lessee or occupant fails to do so, the city may cut the weeds and grass.
