As used herein,
DIRECTOR means the person appointed and serving in the position and to the extent that the Director, in his or her discretion, delegates his or her responsibilities and power hereunder to them, his or her officers, agents, employees and other staff. It is the intent of the City Council to vest the Director with all of the responsibilities and powers previously held by the Board of Health, the Health Officer and the Housing/Health Inspector and, in addition, to grant to him or her substantial authority to exercise his or her discretion and judgment in the formulation of policy relating to sanitation, housing and health, including the prosecution of violations thereof, and to recommend legislation to the Council for action in connection with the city’s sanitation, housing and health. As used herein, reference to the male gender shall also include and mean the female gender.
