No person other than the Superintendent of Cemeteries or other agent or employee of the Superintendent or of the city shall engage in, do or perform any of the work, services or labor about or upon any grave, lot or cemetery ground in Walnut Hill Cemetery which work constitutes the work, services, labor or duties usually performed by or under the Superintendent.
