It shall be unlawful for any person not authorized by the Mayor or Chief of Police to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this chapter. It shall be unlawful to deposit any slug, device or metallic or other substitute for a coin in any parking meter.
