The Chief of Police shall be authorized to issue permits at the cost of $144 per year or $12 per month to allow parking at ten-hour meters on the street and in parking lots, excluding both City Hall lots: “A” and North Second Street; and “A” and Jackson Street. When the person has so purchased and so displayed the permit, he or she shall not have to place any coins in said parking meters.
