The Police Department and all members thereof are hereby authorized to have removed and towed away any car or other vehicle parked, or any vehicle or trailer for hauling items including boats, lawn equipment, campers and the like, which has been parked in the same vicinity on any public street or other public place for a period of 72 consecutive hours and any vehicle parked on a roadway that is prohibited by order of the Chief of Police. Cars or trailers and the like so towed away shall be stored on any city property or in a public garage or parking lot and shall be restored to the owner or operator thereof after payment of the expense incurred by the city in removing or storing such vehicles.
