No certificate shall be issued or continued in operation unless the holder has paid a license fee of $100 per year for the right to engage in the taxicab business. The license fees are for the fiscal year and are in addition to any other license fees or charges established by proper authority and applicable to the holder or the vehicles under his or her operation and control.
