§ 116.22 PUBLIC HEARING.
   Upon the filing of an application for a certificate, the City Clerk shall fix the time and place for a public hearing thereon. Notice of such hearing shall be given to the applicant and to all persons to whom certificates of public convenience and necessity have previously been issued, and shall also be published in a newspaper published in the city at least ten days before the hearing. Any interested person may file with the City Clerk a memorandum in support of or opposition to the issuance of a certificate.
