(A) Established. There is hereby established a department of the municipal government of the city that shall be known as the Fire Department. The Fire Chief shall operate within and comply with existing laws in respect to its areas of jurisdiction and responsibilities and shall develop and maintain an organizational structure that facilitates efficient and effective management of all its resources

(B) Work period. The work period for the Fire Department shall be a period consisting of 28 consecutive days.
