§ 33.024 AUXILIARY POLICE OFFICERS.
   (A)   General. There is hereby created a unit of auxiliary police officers appointed by the Mayor. Competent and qualified members of the unit shall be selected and assigned duties and responsibilities by the Chief of Police. They shall assist with traffic and crowd control at city-sponsored or approved parades and events. Auxiliary officers shall assist in the preservation of order maintenance, accompany regular uniformed officers on weekend ride-along partnerships, provide assistance with emergencies, natural or man-made disasters and conduct any other duties as directed by the Chief of Police.
   (B)   Requirements for appointment. To be eligible for appointment as an auxiliary police officer, an applicant must be at least 21 years of age, must comply with Section 3.1-30-20 of the Illinois Municipal Code (65 ILCS 5/3.1-30-20), must not be convicted of a felony or crime of moral turpitude, must possess a valid state's driver's license (active military members exempt from the state's driver's license requirement) and must be recommended for the appointment by the Chief of Police.
   (C)   Length of service; compensation. Auxiliary police officers serve at the discretion of the Mayor and/or Chief of Police on a voluntary, uncompensated basis (uncompensated position).
   (D)   Part-time status. Auxiliary police officers are not full-time sworn members of the regular Police Department of the city and shall not function on a full-time basis unless mobilized to assist with a declared emergency, natural or man-made disaster.
   (E)   Direction and control. Auxiliary police officers while on duty and during the performance of their duties shall be under the supervision of a full-time officer and subject to the direction of the Chief of Police.
   (F)   Authority and responsibilities. Auxiliary police officers are not "conservators of the peace", and do not possess broad police powers to arrest, or cause to be arrested, with or without process, all persons who break the peace and are found violating any municipal ordinance or any criminal law of the state while on duty. The auxiliary police unit shall have such powers and responsibilities as may be prescribed by state statute, ordinance, or the Chief of Police.
   (G)   Uniforms and identification symbols. The uniforms and identification symbols worn by members of the auxiliary police unit shall be by the Chief of Police. Badges shall be different and distinct from the regular full time officers of the Police Department.
   (H)   Use of force; firearms. It shall be the duty of every member of the auxiliary police unit to conduct themselves in a proper and law-abiding manner at all times, and to refrain from any unnecessary use of force. In conjunction with employment as an auxiliary police officer, members shall carry their assigned or approved firearms and credentials (city ID and badge) only when in uniform while in the performance of assigned duties, which includes direct travel to and from the assignment location.
