The establishment, conduct and maintenance of the playground and recreation system shall be under the jurisdiction of a Playground and Recreation Board consisting of five members, appointed by the Mayor with the consent of the City Council. The members of the Board shall serve without compensation. Terms of members of the Board shall be for five years; except that, the members of the Board first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. If a vacancy occurs in the office of any member, the Mayor shall appoint a successor to serve the unexpired term.
