(a) No person shall operate or ride, or cause to be operated or ridden, a skateboard upon a sidewalk within a business district or hospital medical district of the City, being any areas of the City zoned B-1 or B-2 or HMD in accordance with the City Zoning Regulations and Zoning Maps and Codified Ordinances of this City as are on file in the office of the City Engineer.

(b) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
