The license fee for the registration and tag shall be two dollars ($2.00) for each bicycle and shall be valid for so long as the bicycle is in the possession and/or used by the same owner who originally registered the bicycle. The fee shall be paid to the Chief of Police at the time of registration and licensing. In case of loss or destruction of a license tag or registration card, a duplicate tag or registration card shall be issued upon application therefore by the Chief of Police for a fee of one dollar ($1.00) for each duplicate tag and fifty cents ($.50) for each duplicate registration card, provided such owner gives satisfactory proof to the Chief of Police that he is the registered owner, either by affidavit or otherwise, as the Chief of Police may require. That the fees set forth herein shall be waived for purposes of bicycle registration each Saturday during the month of June of each year with such registrations to take place at such times as are set by the Service-Safety Director on such Saturdays.
