(a) The Chief of Police shall provide license tags and registration cards, which tags and cards shall have numbers stamped thereon in numerical order for identification purposes. Such tags shall be suitable for attachment upon the frame of a bicycle and it shall be the duty of the Chief of Police to issue to each owner one tag which shall be attached by such owner to the frame of the bicycle, and to issue a corresponding registration card to the owner, upon payment of the license and registration fee hereinafter provided for. Such tags shall remain attached to the bicycle for which it was issued during the existence of such license.

(b) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
