(a) No person who is participating in or a member of any group who is participating in any parade taking place on the public streets of the City, shall pass out, throw or distribute in any manner any candy or other food material from a motor vehicle or any float, wagon, or other similar parade vehicle being pushed or pulled by a motor vehicle in any parade while such parade is taking place within the City.
(b) Anyone who violates this section shall be guilty of a minor misdemeanor.
