The Director of Service and Safety is hereby authorized to create vehicle pounds to which vehicles may be removed in the manner provided in Section 303.08. Such pounds shall be located at such places as he may designate on municipally owned or leased lands or upon private property by agreement with the owner or lessee thereof. Any pound situated upon private property shall have an attendant at the expense of the owner or lessee between the hours of 8:00 a.m. and 5:00 p.m. each day except Sundays and holidays.
