(a) All contributions, donations, and gifts made directly to the Bellefontaine Cultural Arts Commission, or to the City for the express purpose of carrying out the duties and objectives of such Commission shall be deposited or invested in accounts under the supervision of the Commission.
(b) Expenditures and disbursements from such accounts shall be made only for the furtherance of the activities of the Commission. Expenditures will be approved at the discretion of the Cultural Arts Commission and the Executive Secretary. The Commission's Ways and Means Chairperson will review the status of such accounts at the Commission's monthly meeting. Periodic reports will be made to the office of the Mayor and City Auditor and will be subject to audit by the City Auditor as the Auditor deems appropriate.
