177.02 ESTABLISHMENT AND MEMBERSHIP.
   (a)   Establishment. There is hereby established and created the Bellefontaine Cultural Arts Commission.
 
   (b)   Membership. The Commission shall consist of the following members:
      (1)   Nine regular members appointed by the Mayor, subject to approval of Council, for three year terms. (Three to be appointed with terms expiring in 1991, three with terms expiring in 1992, and three with terms expiring in 1993).
      (2)   Associate members appointed by the Chairperson of the Commission for one year terms. Any public agency or organization or private association whose membership is open to the general public may nominate one of their members to represent their organization on the Commission; student members representing any public school shall be nominated by the Board of Education. Any person nominated as above shall be appointed as an associate member by the Chairperson of the Commission. In addition, the Chairperson may appoint any individual, in an individual capacity, as an associate member, subject to the approval of the Commission.
      (3)   The Executive Secretary, appointed by, and serving at the pleasure of the Cultural Arts Commission.
 
   (c)   Terms.
      (1)   Terms shall commence the first day of January and expire the last day of December.
      (2)   Upon expiration of the present terms, members shall be appointed to three year terms.
      (3)   Absence from three consecutive regular meetings shall operate to vacate the term of the member, unless such absence is authorized or excused by vote of the Commission and approved by the Executive Secretary. Any term thus vacated, or vacated by resignation, shall be filled by the original appointing authority for the remainder of the unexpired term; except that any appointment to fill a vacant term with less than 180 days remaining unexpired, may, at the option of the appointing authority, also be for the following regular term as well.
