An application for a permit to operate a commercial towing or transport truck business for the purpose of towing or transporting disabled motor vehicles signed by the owner of such business or his authorized agent, shall be filed with the Service-Safety Director or his designated representative on a form furnished by the City. Such permit shall only be issued to legal entities registered under the provisions of Chapter 777. The application shall be accompanied by proof of liability insurance for the applicable legal entity and its employees for claims occasioned by the public for personal injury and property damage in an amount satisfactory to the Service-Safety Director.
