143.07 AUXILIARY FIRE UNIT.
   (a)   There is hereby created in the Fire and Emergency Medical Service an Auxiliary Fire Unit, the members of which shall be appointed by the Service-Safety Director.
   (b)   Auxiliary Firefighters shall serve so long as the Service-Safety Director may direct, or until a resignation submitted by such a member is accepted by the Director.
   (c)   The members of the Auxiliary Fire Unit shall be residents of Logan County, Ohio, and may not be under the age of 18 at the time of their appointment. They shall be required to provide sufficient background information for the investigation into their physical, moral and legal ability to serve and shall comply with the rules and regulations of the department, the City of Bellefontaine, the State of Ohio and the United States Government.
   (d)   The Auxiliary Fire Unit shall obey the chain of command of the Fire and Emergency Medical Service, which shall have control of the assignment, training, stationing and direction of work of such Unit. Such unit shall have all authority of firefighters but shall only perform such duties as are assigned by the Fire Department command and only when on duty for the department.
   (e)   All services performed by the Auxiliary Fire Unit shall be on a voluntary basis and within the jurisdiction of the Fire Department. Members shall be paid one dollar ($1.00) annually; they are not eligible for membership in the Ohio Police and Firefighters Pension and Disability Fund and shall not be in the classified service of the City.
   (f)   The Service-Safety Director shall prescribe rules and regulations for the organization, administration, conduct and control of the Auxiliary Fire Unit, including the type of uniform which shall be worn by its Members.
   (g)   This section is declared by Council to be an exercise by the City of its powers for the protection of the public peace, health, property, safety and general welfare, and neither the City nor any agent or representative of the City, an Officer appointed hereunder or any individual, or other entity, who in good faith executes any executive order, rule or regulation promulgated pursuant to the provisions hereof shall be liable for injury or damage sustained to any person or property as the direct or proximate result of such action.
